Future Surface Water Expansion Study

The Tampa Bay Water Board of Directors directed staff to conduct the Future Surface Water Expansion Study as a part of their overall long-term planning efforts.

The Tampa Bay region is already treating surface water from the Hillsborough and Alafia Rivers and the Tampa Bypass Canal. Part of this existing surface water system includes a regional reservoir. The Future Surface Water Expansion Study begins to look at the feasibility of expanding that system. The Study was approved by the Tampa Bay Water Board of Directors in 2006.

This Study includes land acquisition evaluations for a potential second reservoir site. This planning effort is being performed in parallel with the Long-term Water Supply Plan update because land pressures for potential reservoir sites necessitate early understanding of reservoir options and because this alternative water supply concept was not as fully developed as other long-term water supply options such as Gulf Coast Desalination or Brackish Water Reverse Osmosis. The information and results of the Future Surface Water Expansion Study can be used by the Board in fall 2008 when it updates the Long-term Water Supply Plan and Master Water Plan.

The overall study includes evaluating alternatives to expand the region’s surface water supply system, such as the use of higher flows from the Alafia River and the potential for development of downstream augmentation with reclaimed water. A second Regional Reservoir may be needed should any of these supply sources be feasible for development. The analysis of the need for a second reservoir also includes the evaluation of a no reservoir alternative.
